My dad tried to teach this to me a while back but I was only 11 or something and didn't really get it! So maybe someone here knows...are any I.P addresses ever completely static?

Check your IP:

www.ipchicken.com

Alright a person has static IP if they have the same IP address everytime they log on to the network (this is what you get when you own your own network like in a large corporation, etc. . . .  plus side is that your IP remains constant but it can be a little slow if you're sharing it with others).   A dynamic IP is what everyone else has, where the IP changes repeatedly but still remains "of that area".  This is because the Isignal is split through a residential shared cable (it's fast but your IP changes as you use different cables to send the signal to the routing station).

Is this person telling the truth?  Really I don't know... you could go as far as call the cops on this person if there's proof but that would take time to do a proper investigation.  But if there was proof that this person is a hacker and has done some sort of fraud you could find out that way.  Other then that innocent until proven guilty.

why can mods see admins IP's - i have a static IP i think - it all depends on your ISP and if they use static or dynamic IPs some offer static as a premium

proxies are sites that hide you ip info and comp info to bypass blocked content such as websites blocked by school, home etc.

most of those sites use scripting so they have probably blocked a specific command in that site as before you see the site the schools servers will of likly scanned the site and its content as it loaded up. or they will of blocked key words so if that word is found on the site or url or that word is search for it will block the action

i could if i had a mac pro as i think they can have up to its either 4 or 8 screens - depends on you graphics card configuration in them i think.

are you sure proxys are illegal as im sure that they are not illegal but only illegal if used for illicit means like card fraud etc and that they are fine if only used to protect your privacy

I use proxies all the time. In fact, Google operates one. It's very handy. You should try it sometime. Just go to the translate feature, and select "Russian to English", and away you go.

proxy's arent illegal, ive made one before via PHP

its my own personal one i use at school, i dont tell anyone the address, also there is a password on it. at school they block everything, we dont even have run or all programs on the start menu. also the command promt is fully blocked, but ive found a way to bypass it :D, and i also know the password the get into the server with all our grades so i can change any. although if i did that i will be excluded
