Im pretty sure u can just rightclick a video file go to choose open file(i think) then a window should popup and then hit the checkbox that says make this primary and then it should work! send me a PM if u need help or just reply.

maybe your pc doesn't have a dvd drive if its an older pc then i have no doubt

If it doesn't even read DVD's get a DVD drive in the first place. Make sure you get the right interface aswell, you'll probably need an IDE model of it. Then as software goes, get either Power DVD or Nero Showtime, but some good freeware players are Windows Media Player 11 and VLC player like some of the other people said.
