usb or psp problem??

i need help every time i connect the psp to my laptop a message comes up on the laptop saying the device malfunctioned and on the psp it says turn of the usb charge and it might help so i do that and it just says please wait on the psp and it never pops up on the computer screen and when i try to connect it to the desktop down stairs the psp says please wait and nothing pops up on the computer...
