Reinstalling XP on blank HD

How would I do this? I have the reinstall disk, but it won't load up.

need to boot from the cd drive
when starting the computer look for the key to enter 1 time boot menu

It won't let me boot from CD. I went into bios and changed it so CD boots first, but it doesn't work.
