how to i assemble my razor nub?

ok, looking at tons of posts some say i need to put a washer at the bottom of the thingy.
whats wrong with the spring shorting it?
also
the razor has bits from the center coming out, why do you need this?

the washer is only if you dont have a spring. nothing wrong with the spring just sometimes the spring doesn't make contact with the razer. and if thats the case you can always raze the contacts of the razer by putting solder over it
