Yes, but the hardest part about it would be the software side of it. That connector looks easy to hack so who knows?

by the look on the connector it clips on and off and and the film the clip is on looks like a part on the psp so it mite

i found 1 cheaper search cool and better psp screen on am or search in the psp section for something along these lines in psp section by me when i get the direct link  i will post it i am a little busy at the moment

you vcould make it the analog of the psp quite easily as it is a resistive touch panel cos u wudnt need to programme,i dont see the point in making it ds style touch screen cos in my opinion it wud kinda suck 0.o
