I think this might help, works well for me, right click on it, select run in compatibility for xp if you running on vista, then on next tab fallout3.exe must be running by admin, so select the exe file, make it admin.this happens mostly on cracked version, I got one genuine no bug at all, meanwhile in the same pc, cracked fallout3 not good but trouble,well, try me method, perhaps it could help..works well in my pc..

Yes it is from the internet, but today I've looked at bethesda forum, the patch for fallout 3 PS3 coming soon, patch for PC may take longer..I got one on steam, running mostly fine, sometimes down because heavy loading..It's just because bethesda using some sort of different engine applied to fallout3 graphics..Here some tips from me:1. obviously lower the graphic quality2. avoid looking huge area / environment, if you need to walk long, try looking down3. avoid doing action that make smoke effect4. when walking up down the hill, try not looking forward
