Programming a PIC

How do I go about programming a PIC for a mod? Do I buy a programmer or just download software on my computer. Plz just point in the right direction, I will research it on my own.

item needed---------what item is
asm-----------------software text code
compiler-------------software program, uses asm to make hex
hex-----------------software numeric code
programer-----------hardware, holds chips, and conects to computer
win pic, or similar----program uused to control programmer
cable---------------long wires with conectors on each end
