vinyl cutting machine

so im thinking of getting a vinyl cutting machine or something good for cutting stencil for not to small areas mostly for xbox 360 controllers and watever else i might come by, any suggestions wat a good machine for around 400-600 $ and i was also wondering if i could use frisket on like paper or something then put it in the machine or would it just be cheaper to buy painters vinyl paper
