Digital Phone Card?

So like every month my mom goes to some asian liquor store and gives them 10 bucks then tells them my house phone number or her cell number and then they add credit to the number. Then she calls vietnam for 200 or so minutes i think thats what they give her and one time i went to see how they did it and they entered it in some website. im wondering if anyone here know how this works and if i can do it myself maybe for cheaper

also i want to buy a laptop under $400 thats good with like 4gb ran and 250gb hard drive and good processor.. anyone know where i can get one

My mom does almost the same thing but instead they give her a prepaid phone card. The she dials the number into her cell phone then the number she wants to call. I'm not sure how the website thing works though.
I don't think you'll be able to buy a laptop like that for only $400. Take a look at some of the netbooks since those are around $400.
