Thermoelectric Modules... use them instead of heat sinks?...
depending how you go about it water cooling is far more quite than air, I helped water cool my mates pc, the pump didn't really make much noise, and his rad didn't need a fan. It was basically silent. The problem in a 360 is no space for rad ect.be careful with Peltier cooling, I hear depending on how they are used the cold side can form condensation, which will be dangerous. So don't slap one directly onto the gpu or cpu.
