Weird app boot issue

So I have a friend that came to me for help (since he knew I used to play around with PSP's back in the day) with a weird issue:

He says:
   "Whenever I open a application in my game folder, it has that opening sequence about 4 times. The application does open, it's just the delay is kind of annoying."

I searched around the forums a bit and couldn't find anything to help, so if someone could help out it would be greatly appreciated.

- 5.50 Gen-B

i think its something with the FLASH0 folder or something :S and does that psp have a TA 88 v3?

are you using cxmb?
if thats the case i think its with the ctf u are using.
