Version of PSP vita

Which version of the vita is the prize?
I have read that Eur 3g versions are not locked to a specific carrier.
So my question is is the vita 3g and if so is it a eur version?

$250 it is the wifi version, unless the winner wants to pay the diff. I think All finalists are US members, I have no intention of ordering something from EU. If the winner so chooses to order from EU I can send the cash via paypal, I will have not part in overseas ordering. If a EU member wins the unit will be bought there and sent to you by robin.
