PSP Street E1003 no power, no signs of life at all

I have a PSP Street E1003 with multiple shorts and will not charge neither turn on,  neither any led on.
The capacitors in RED are shorted, the GREEN gets really hot when power plugged,  and fuse was faulty.
Does anyone can guide me what could cause the shorts?

FYI,  I have removed the heating capacitor and the T4 IC but still read shorts.

shouldnt u start with removing cap in green ?

I have already did that without any difference,  plus the capacitor looks good when off board.
I wonder what component is next to it and how to measure it. Is it diode?

I start to believe that the  cause is the chip on the left under the hood. What is located there?
