Nintendo Switch overheating, fan working.

Ok so I got a second Gen switch that is overheating. The fan does not turn on. I tested another fan and it does not turn on either. both fans may be faulty but I tested both fans with 5vdc and they blow air no problem.
Anyone else faced this problem? I think it may be an issue with a thermal sensor but I'm not sure or something I'm missing. Will try sensing if the switch is sending voltage too.
