1708 controller with power button always pressed

Hello,

I have a 1708 controller with a button board that has the power button always pressed. I replaced the MCU board with another and the problem still happens, so, it's something on the button board.

I looked around SW13-GU and everything seems to be fine. The area on the PCB is clean, too. Can anyone please send me in the right direction on how to identify and fix the problem?
