Fixing no USB on 1708 controllers

Hello,

I have a couple 1708 button/power boards (the bottom one) that don't have any USB connectivity or power. I searched the forums but couldn't find any relevant threads, can any of you please send me in the right direction on how to identify and fix the problems?
