JDS-030 bluetooth notntuening on??

I have used DS4 windows with a wired connection. It charges and I have tested all the buttons and they work. The only issue is when I press the PS button it won't activate the Bluetooth sync. No led flashing...nothing. I replaced the USB port and cable and the battery. Could it be the Bluetooth chip on the controller? If so where is it?
