my coded arms disc is falling apart and i wanted to get it back up so i can still play it but when i went to start up the dax dumper on 3.90 m33 it says its corrupted, can it be made to run on 3.90 m33?

Make sure you install the 1.50 kernal for 3.90
-
just do it the easy way:
press select in the XMB
scroll down to usb device
change it to UMD
go into USB mode
on your computer it should show up as "np40596.iso" (The Numbers are just me random typing)
drag and drop the iso onto your computer

yes but i would like to dump to memory card so i dont have to copy it over to the card after words. cause it takes like 30 -40min
-
it will usually take a while to dump plus its also totally uncompressed i think it would be better to copy it over to your pc then compress it into a cso. apart from that i think it should work if you get the 150 kernal and download the latest dax dumper from his site and install it acording to any instructions

well the "latest one" is 0.2 which i have i also installed 1.50 kernel and installed it properly (worked fine in 3.03 OE-C

I would still recommend blowing the time to copy to your PC simply because you said the disk is falling apart and the less time you have to have it spin the better.
As for it working fine in 3.03 OE-C, that was before the program was officially dropped.

I totally forgot you could do that. I think you should do what robin1989 said and compress it. It will help a ton, and it won't take as long to load back on.
