Title: DS won't turn on (not a broken fuse)

I bought a broken DS and the problem is that it won't turn on. I've tested the fuses using the resistance setting on a multimeter, and both show around 7ohms. I tested the  battery to see what the voltage was (it's supposed to be 3.7V) and the multimeter showed 2.82V. So I tried to charge the battery by plugging in the unit. When I tried to plug it in, the light that said the battery is charging flashed, and then went out. I tried to turn the unit on when it was plugged in, and it didn't turn on (which I figured would happen. Can anyone help me with this? Thanks!

First I would try a different battery.  I have had many bad batteries with my ds lites.  Then if thats not it maybe check the motherboard for missing chips.  Other than that I dont know.  I have a huge pile of broken motherboards that I dont know whats wrong on.

I pulled another battery from a DS that I know is working, and it doesn't work. Is there anything else that I can do?

Not that I know of sorry.  Possibly could be your bios but im guessing its not.  maybe check to make sure theres no missing chips on the motherboard.  you might need to get a new one

maybe its bricked, Have you ever used an Action Replay? Becuase those thing broke my friends ds

Oh yeah mate, if the BIOs aint there, then it wont turn on period. That usually happens with me, I put the Ds back together and just see the wifi chip staring back at me in the face. If you're willing to, take a picture of your motherboard, or else take a ds lite thats working, apart, and check if they look alike.
