ok i dont remember who it was but i was going to buy some leds from somebody and they were from HOUSTON TEXAS :P

but i want 3mm leds, red and blue, like 5 to 10 each and for like around 10 bucks

I'm in Australia and I can get 6 SMD LED's for around $2.50 AUD. Look around and you should find them easily

and i know where to buy led.. mouser

90 3mm leds + resistors for 26 bucks, good deal? i think anyways :D lol
