I was curious as to how people make these type of rings? And what type of plastic/glass/whatever it's made out of?

They are called jewels, not 100% sure who is making them now, I think Ken is making them, go to shattored vectors and ask him (it aint free ofcourse, but its a good price)

If you want to buy one, go to the Modders for hire section. Someone there can install it for you, for a decent price.
