1. Do i need a HDD connected to the console to update to the new dashboard?

And

2. Can i save game data to USB flash drives, or only to the official memory unit or HDD?

gamesaves and profiles cant be saved directly to usb port, however you can access these using a memory card hacked to a usb cable through you PC:
