Title: Will this programmer work?

I bought the radio shack "what is a microcontroller" Kit. I want to learn how to program rapid fire chips myself. Where do I start and will this kit get me where I need to be? I am a beginner and dont have any experiance yet. I am not getting where to put the microcontroller and then how to program it. Thanks in advance.
