Small Maggots?
-
they are maggots bud, when the larve is laid they are microscopic, and grow rapidly. I use them to catch trout, we buy them in a jar about the size of a roll of quarters, and they are not quite as big as the ones you have there. but trust me they are maggots.

upon hatching house fly maggots are generally 2MM and grow to 10MM before evolving
