Take the controller apart and make sure the Magnets are still on the Triggers.

You really need an Oscilloscope to see what is going on with the Hall Sensors there.

Make sure R39 and R42 are 100ohms.
Make sure C36 and C38 are not shorted.

U10 and U11

1 - VCC, 125Hz, 3.3v p/p
2 - OUT, 125Hz, ~1.5v not pulled, ~0.3v pulled
3 - GND

If U10 and U9 check bad, make sure U9 is working.

U9

1 - 125Hz Out, to Hall VCC
2 - GND
3 - 125Hz In, from MCU
4 - 3.3v

On the model 1697, these capacitors are called differently. For example, C33. But the question is, why do they refuse?

The above mentioned Caps are the same on the 1697. C32, C33, C35 and C37 are on the VDD rail for the Hall Sensors, and any of them shorted means both U10 and U11 would get no power and LT/RT both would fail, also the same setup as the 1537.

Caps fail due to age, stress (from installing or use), manufacturing defect or just because you held your tongue at the wrong angle while not even thinking about it doing it's job in there on that rail that is turned on/off 125 times a second. ;)
