Title: JDM-020 - working when charged, but not charging over USB

I have a JDM-020 that seems to charge fine over the EXT port, but doesn't do so over the USB port. I've tried swapping the cable and JDS board with several known good parts and no luck. Then I plug it into a PC it tells me the USB device cannot be recognized - usually indicating an issue with the d+/D- pins of the USB. I'm not sure what to check next.
