coding question

For myspace using CSS if I just make a second layer with the z index call it layer 2 would that be able to suffice for a background then just insert things ontop of it? I would make it several thousand pixels in order to scroll. I would also like to know If I should make a layer behind that even so it will be on either side in order for me to scroll over it.
