Yeah it'd help if you posted pictures, or were more specific.

i soldered it fine but when i went to close it the LED came undone and when i took it back apart it pulled up the whole damn wire that it was connected to (by the solder point) and disconnected it >.<

That made no sense whatsoever.

If it doesn't turn on, bridge the fuse.

its not  a fuse... if you look at ANY mobo you see little lines one the board, those lines are wires...  one of those wires was pulled OFF of the board >.< there is no fuse to bridge >.>

Then solder a jumper on to it and connect it back to the trace.

Just take a leg from a resistor then...It's so basic. Jumpers can be whatever you want them to be.

What he's saying is that he tore the trace off the pcb. last time i checked you cant fix those because they are more then 1 layered pcb's.

Yea Hes talking a bout Traces.. some Boards have Tiny wires running as traces they are covered and looks like any other tracer. they look like any other traces but if you were to pull up on where they start or end and Slowly Pull or Pull fast you will pull up a thin looking wire cover with the green.

Traces can come off.
Now, just cut the trace where it is and scratch off some of the green layer and solder a wire onto that, and the other end of the wire gets soldered to the other end where the trace broke off.

Could this be because it's a dual-layered pcb? (Idk I'm just making a random guess here) But if it is, then it might be why it sorta stops...
