From scratch? There are a few, search 'PHP Forum and CMS Tutorial'.

If you aren't wanting to start from scratch, download SMF or phpBB3. Your hosting needs to have Apache and MySQL for either to work.

godaddy web hosting lets you install SMF and/or drupal for free. they are site add-ons. ~ godaddy is legit.

I use iPage. For the same price you get unlimited storage and bandwidth.

hiddenvenon i used ipage but i still havent been able to set it up yet any tips i get and error while trying to installed it.

So you've got your iPgae account, cool. There is a thing called SimpleScripts in the control panel where you can set up a forum. If you need any more help just tell me and I will give you my skype so I can take you through it :D
