how people make windows themes?

ive looked everywhere and cant seem to figure out how people make visual styles for windows.

 ive downloaded a bunch but theres always something thats a little off.

 im talking about the ones that you dont need a whole separate program to run like tuneup or window blinds, im talking about the ones that you just put in the c:/windows/resource file and they show up in the properties menu.
 
 if anyone knows about a tut or just how to do it plz let me know.

On Windows 7 you can create your own "styles" using the personalisation feature in control panel.
By the sounds of it your running Windows Xp; If you want the easy way just install window blinds. http://www.stardock.com/products/windowblinds/
The other way is to patch your "uxtheme.dll" file and this gives you the ability to use themes not signed by microsoft. There are loads of themes over a deviantart.com so take a look :)
