just wonering if there is a progam to convert roms nes and such directly to eboots rather than having the emu on there?

There unfortunately is no way to convert a rom to an eboot as the coding is different and wouldnt pass the security protocols for the psp. There is however a way to sign an emulator for the psp but it requires the emulator to be under 5.2 MB if i understand correctly.
