I have gotten this DS4 JDM-030 controller from a friend, it is not charging at all BUT it does turn on and shows a blue light when a battery is installed. (PS5 sees the controller and can connect to it).

I've seen other boards online where they also have two chips, but mine has one top right whereas boards I've seen of the same model have it on the bottom.

Does this DS4 have no charging IC?

The PMIC (Power Management IC) is the larger one there, on the bottom in that pic. The other chip does the audio and other things, and either one of those 2 remaining spots can be populated to achieve that, but never both at the same time. It's just how they designed the board, so that this or that IC could be used there.

Try another battery first, the -030 is getting a bit old now.
