running two monitors 65hz and 85 hz converter?

im not really sure how to word this.
i have two displays i want to hook up to 1 pc. i really dont want to buy anything for the pc because its simply not worth upgrading. i have a switch box now, but im getting tired of changing the refresh rate in the video cards setting everytime i change displays, so my question is, is there a converter that can be placed in line that would automatically change the 85 to 65hz without needing to mess with the output setting.
im using a 15pin pc hook up for the tv and monitor.

there is a program that can handle this... i believe


i use it to display to my hdtv at perfect pixel size...
