yes , it does , my dad's card is not yet verified but i've bought loads of stuff off ebay and other sites ,.....Workd for ME !!:)

Verify Verify Verify....... I used my account for a long time without shipping verification and it was no big deal.  However as of recently I am unable to buy much of anything without having verified shipping.  The issue is scammers, scammers will order something to an unverified address and say it never showed up.  So any seller with half a brain will require a verified address as the money will come out of the sellers pocket when the item goes missing.  Long story short I am now verified and it is all good.

People use ur heads, dont sell to people without verified address.  There is not advantage to having an account without being verified and the verification process is really easy so just do it

just get a advanced account like i have, gotta love having loads of contacts in the sales buisness...rofl
i got all those extra's you never use...lol
