Need Major Help with Action Replay

Hi i am having problems with action replay what ever i try to do it always ends up saying the usb failed to enumerate. I have tried to make an action replay using a controller, the computer reads it as an action replay device but once it has been sucessfuly installed it still says the same thing (usb failed to enumerate). The orginal action replay only reads as a removable disk. I dont seem to know whats the problem i have tried everything! Can anyone help
