voltage regulator power issues

Hey guys,
I've searched the internet high and low, and have not found anyone to have a similar problem, so I'd like to ask here. Basically my DSL is exhibiting all of the classic signs of a blown F1 or F2 fuse. When you first plug in power adapter, orange LED lights for a half second, then goes out. Problem is, both fuses are still good.

I've opened up the DS and tinkered around a little bit, and I found that the motherboard is only getting 1.2 volts going to the battery, instead of what I believe should be 3.5. I don't have a pic of the mobo, but the regulator is just above the battery contacts, next to the slot one housing.

Does anybody have any idea on a part number to replace this piece? Or am I way off in my assumption, and there are bigger issues at stake here?

Try a known working battery as you could have a bad one.
