well if the solar panels aren't charging the bats and have full light, i'd just shove another AA in there to be safe

http://www.reuk.co.uk/Solar-Battery-Charging.htm use that, it's a good way of doing it :)

ah ok so you have a charger that runs off usb i see

so basically what you are trying to achieve is a solar powered usb port

so you need 5v, but you say that you have 2 solar panels and they only put out a max of 2v each, yes? well this means you are gonna need a boost regulator circuit like this
http://www.ladyada.net/make/mintyboost/
or more/different solar panels and a shunt regualtor

ok fair enough if its working off 4/3volts but you may want to consider the above improvements for better operation in the future

first off, if you use anyother type of battery exept for lithium, then the solar panel i a good idea. beween each panel you should put a diode. because solar panels tend to drain electricity when not in full potential. your diagram is correct. but add a extra diode between panels, also what is your mA capacity of your batteries? how much mA does these panels produce? if you do exactly how your diagram shown then trickle charging will work.

also if charging 1.2v battery @ 200mA with a solar powered panes then i suggest having a inverter like how hyper999 discribed. a while ago i got a solar power car charger that plugs into the "accesory" outlet in a car. this panel has a surface  area about 8in x 12in. and gives off 18v @ 200mA but they are all connected in series. but if i were you i would prob connect them in parallel for trickle charging and if you are going to use a inverter or more than one battery at a time then wire it in series
