You haven't touched them, but does that also mean they have never been touched?Check the VCC on both of the Hall Sensors, U10/U11, pin 1. It's a pulsed 3.3v, but will measure around 1v with a DMM. If that voltage isn't there, could be one of the Hall Sensors is bad or U9 is bad or the MCU that tells u9 to turn on is bad or any of the support components or traces that connect all of that mess together could have an issue.

@ wickated - It is the correct naming. They are not PFETs, they are Hall Effect Sensors, and the part number also denotes the Sensitivity of them. @Worf - Yes the Hall Sensors are the same for all versions of the controller so far.
