PS4 SAA-001 Standby Voltage Missing

GREETINGS Trying to Fix a SAA-001 motherboard,looked everywhere couldn't find any information on my issue.
Board Has no Power.PSU is good,checked on another PS4
This PS4 Motherboard isn't generating AC standby good signal needed to turn on the PS4 power Supply on.5v are present on the connector and I have looked on the board but it has no shorts .
