sand it very good.then apply a single layer of paint (not too much, just to cover up allmost the complete controller, so not too thick)if that has dried, apply another layer of paint (again not too thick)after that add some vernis (that clear kind of paint :P)
If you want shiny do you mean like reflective (Like a freshly touched up car where you can see yourself in the paint) or glossy? To get glossy, apply like 3-5 coats, however many it takes before it looks like it's evenly covered, wait 30 minutes or so between coats (or however long it states on your can of paint) and sand in between every coat too. That will give you a good, clean smooth finish. Sand one last time and top it off with a clear coat. For reflective, do the same, except you want it REALLY nice and smooth, so sand longer/more carefully, and then in the end, don't put on a clear coat, just sand it with really fine sandpaper to make it all matte, and get some rubbing compound such as ones for cars, and rub it all over your paintjob.
