one question about resistors

for lordnico's sound reactive led mod can a 29.4k ohm resistor be used instead of a 30k ohm resistor?

cause i cant find any 30k ohm resistor or there either sold out ><

That wire looks to be standard Kynar (trade name) wire, either it or magnet wire (called such because it is often used in magnet windings) can be used.  The only difference in the two is your own personal preference.
