Busted mobo or bad CFW?

i got this slim mobo off my friends psp he sold to me for some odd resion it does not load any type of homebrew or ISOs it does not even format the MS and you have to to take out the batt in order to power down i asked him to reflash it so he went to the guy who put CFW on it hes did it and it still had the same problem.
after a few days the guy started to have the same problem as me
so what do you think is wrong

I'm 95% sure that it is a bad CFW flash. Easy fix IMO. Upgrade or flash it for him.
