Help with Modem/router troubles

hey i'm giving up for the night after several calls to both comcast and microsoft, but i figured i would make a post on here and try again tomorrow. the problem i'm having is my external ip will not change on my end even after comcast has said that their dynamic ip system has changed my ip several times in the past few months. the first time I called they told me to reset my router and modem and call microsoft, who told me to "reset my network stack" and gave me a command to use in command prompt (in picture below) so i did that, rebooted, reset modem and router just in case and absolutely nothing had changed. i then called comcast back and he told me that they didn't give out any information about ip leases or some useless crap, and to contact microsoft and d link (who i told him makes the router im using) and otherwise was all like "lulz ima go now kthxbai". so i googled it, did the whole ipconfig /release and then /renew thing and reset everything AGAIN, but still my external ip would not change. gave up for a bit, came home and called comcast one last time, this guy was pretty nice and said "sure i can do that for ya" said he changed my ip and that it should work now, and to restart everything (agaaaiiinnnn...) and that that was pretty much all they could do on their end. however the external ip(not my router's ip but the one that gets sent out to the internet when i connect to a website/game server) is still the freakin same as it has been for the several months since i first checked it. comcast says they have been changing my ip between every 2 days to 2 weeks, however it hasn't changed on my end in months . any suggestions? i'm using a d-link di524 router connected to my comcast supplied modem, and also have a cisco router downstairs that is connected through my main router if it makes any difference.

tl;dr comcast says my dynamic ip has been changing frequently on their end, however on my end it hasn't changed in months. have access to both router and modem, wat do?

also i do not wish to comment on why i want a new ip, but assume i am being spammed to death by :censored:s.

ok, this may sound rude, but I am not trying to be. I get alot of guys here that are told lies and can never get it to work. let me be clear, if you are banned from xbox live, changing your ip will not help. if someone told you that, they are a liar.

Comcast who you clearly state you use, by default uses a static public ip address for its customers. this means the public address (74.104.88.xxx) will never change. I can track it hee on my end, (its part of being admin LOL) Our log will only let me go as far back as april first, and since then your ip has never changed. looking at your profile, it appears you have used a pc in 4 other locations to sign into acidmods. but the one you primaraly use is the 74.104.88.xxx If your public ip address ever did change it would be VERY similar to 74.104.88.xxx, this is because it would be ranged. this is how the FBI or other law enfocment can make sure your not selling kid porn. think about it if people could just change the public ip address at will, how could you ever track it? 

The techs you are speaking to who are telling you to reset the system, or do ipconfig, etc they are changing your PUBLIC ip address which I would guess with a dlink is somtething like 192.168.2.xxx (linksys systems by default are 192.168.1.xxx) these numbers you can change, but it will do you no good, these numbers are only seen by your pc and the router, or other pc's on your network.

you need to deal with the spammers, or buy a unbanned xbox, whatever it takes to DEAL with the problem, not run from it. If you want to have a real discussion on why you want this changed, I will be here but I need the truth to help you.

Have to agree with matt. If it is spammers, we can help, but we need to know (honestly) what is going on, because changing your IP may not be the answer you're looking for.
